Tax Records

Hi guys,

I met with an investor who kept mentioning "I will pull the tax records for the house, blah blah"...what does that mean? What does the tax record do? Is it basically just property taxes that someone owes on the property? If so, what exactly can you find out from the tax record? Can you determine value of the house or something from it?
