How do I find an emerging market? I want to be sure the area I'm looking in is a buyers market phase 1 or 2.

Holly based on your question you are probably familiar with Dave Lindahl. You might try his book Emerging Real Estate Markets.

Check sites like City DataEpodunk, Census Bureau, or Milken Institues best performing cities. Get multiple years from Milken and compare to see which are going up and which are going down.
