Land Purchase Question

Hi Everyone!

I stumbled upon a piece of land in NC that I think would work for an apartment complex or subdivided for single family houses. It is across the street from an apartment complex. I don't want to make a purchase that ends up costing me in the end. I do not have the financial means to actually build the buildings but the land needs clearing. It looks like it was once a park with bathrooms. Ideally if I could clear it out and subdivide it to make a small profit, I am okay with that.

How would I go about finding out if you could build on the land, if it is allowed to be subdivided etc.?
