Contacting and dealing directly with Sellers agent!

I (no agent) want to deal with the seller's agent directly. Is there anything illegal or not allowed for the seller's agent to directly deal with a buyer without an agent?
Can the seller's agent sell me the property without me having an agent?
Isn't there a disclosure form that I would have to sign stating that I understand the agent works for the seller, not the buyer? 
A Seller's agent insisted that I have an agent to buy his $41,000 empty lot listing.
What am I missing?

Agent's choice.  There's nothing illegal about it.   They can sell it to you without you having an agent.   There is a disclosure form to sign.   They can do it a couple of ways...one is intermediary where they represent both parties.  The other is a form to just say they represent the seller and not the buyer.

Could very well be with a property at this price point they don't want to deal with buyers.  Just not worth the headache or even time spent on the phone discussing lot purchases.   Could be they don't want the liability.   Lot buyers often have lots and lots and lots of questions that agents just aren't prepared to deal with or want to deal with.   Just as an example probably tough to get financing on $41,000 lot, probably a cash purchase, but 90% of the buyers don't understand that thinking they can get it with 3-5% down....and that's just the start of it.   Most don't understand utilities, zoning, grading and drainage, creep, and so many other issues that go into lot buying.   

Go get an agent....plenty of them around who will write this up for you.   Typically no extra charge or discount when they've already agreed to a commission and you might even get some good advice if you're lucky.
