Question about recruiting firms

At the aim of helping to grow a small brokerage, I hired a recruiting firm.  I selected this firm since my agents, very loyal, had received multiple recruiting emails from them.  They represented other brokerages, I am not sure if I can name the brokerages, but let say they were franchises.

Anyways, they asked for some e-mail lists, which we pulled from GSMLS and NJMLS, with about a total for 9800 names, emails, etc.  After three months, they had six people who were interested in learning more.  Here's the response on each of them:

1) Indie broker, wanted to stop covering all of his brokerage fees, and join another firm.  After the call, he proceeded to close up shop and go out of business
2) Looking for a brokerage with 100% commission and no fees to them.

3) Seem interested 6m a year in transactions, had two calls setup a meeting at the office, then ghosted.

4) New agent, no experience. Currently with a large franchise.

5) She was interested, but is tired of jumping to multiple brokerages.  She seems to bounce to new ones every few months, then ghosted.

6) Same as # 4.


They supposedly used Constant Contact for the e-mail messages, so I respectfully asked if I can have a copy of the e-mail reports, they refused and called it absurd to request this information.  I do not believe they contacted all the agents I sent over, and it was at an expense of $1.2k a month.  

Since they've refused to send over the reports and proof, I was thinking of disputing the charges with Chase.  I do not issue many disputes, but I just find it very strange that so little responded to their inquiry, and of the ones that did, they were not our target agent.

I wanted to get some additional opinions. Open to all feedback.
