I recently talked with the buyer of a property I am selling and learned that the agent was withholding information from the buyer and trying to manipulate an elderly client into paying a higher commission.

they are an agent with EXPResalty. If I report to the broker or the Realtor board will he be punished or just receive a slap on the wrist

I would do both. The realtor boards takes those things seriously. If the agent is trying to manipulate make sure to have documentation. I will say buyers/sellers are technically not supposed to communicate when they have agents. Not saying the agent is justified but things can get twisted when those lines are crossed and communication is not done how it's supposed to be.
