Prospecting like and investor?

Hey Everyone!

So I've heard a lot of podcasts and you often hear investors talk about finding properties delinquent on taxes. What investors will do is offer to buy the house cash to help them out of a bad situation.

My question is, has anyone done this as an RE Agent? I'd like to offer to help them sell their property when I call. I also have NO idea how to go from a Lot and Block to a Street Address. Also, how would you go about finding a phone number/email?

Not sure if any of this makes sense - let me know if you'd like me to explain a little better!

Thanks!
