Possible to refinance a land loan?

I am having a hard time finding a bank/lender, PML that will refinance mixed use undeveloped land, although I have held it for almost 4 years and there is considerable equity. Does anyone know of anyone that does this?

@Julie Nealey land is hard to find comparable values for so lenders shy away from the risk. HML at low LTV is the best option unless you know someone personally who would lend on it.
