Zoning issue with financing

We are looking at a property that is zoned a 4 unit but only as 3 units. Prior two interested buyers had financing fall through due to this according to the seller's real estate agent.  What issues does this cause? What concerns would a bank have in financing this?

How do we work around that issue?
