Selecting a notary signing agent
Is it possible that a borrower picks a notary himself? Are there any laws in CA that prohibit such practice?

Your option is go Into their office. The mobile closing agent is more than just a notary, they explain the documents to you and th y are responsible for delivering them back. I highly doubt you’ll get the post office notary or the one at your personal bank to notarize a real estate transaction, let alone any loan documents that may be involved, then you’d still have to deliver them to your title co.
