Question for RE agents?

Does anyone have an answer? I spoke to my agent about my goal for obtaining a home, I noticed that she by passes homes that are lower than my loan amount qualified for,even thought they meet my goal. Every home I am sent is either the exact amount as my loan or higher. Why would an agent do that?
