Cannot Find a Contractor or Carpenter That Will Help

I am currently based out of Gilbert Arizona. It is close to Phoenix. I cannot find a carpenter or general contractor to install baseboards for a staircase and a bathroom. I am estimating this will cost 500-800 for labor and materials. I have tried reaching out to more than 15 places and I am not having much luck with people picking up the phone. When they do pick up they generally say it is too small of a job or that they do not specialize in that kind of thing. How do I find someone for this job and someone I might be able to use in the future as well?

For frame of reference, this is my first rental property and I am terrible with power tools.
