Can anyone tell me if the City of Morton Grove would require a Permit in this situation?

General Contractor to tear off and install new roof.

Clint,

As for whether it's a "serious breach," that likely depends on the specific circumstances; local enforcement, permitting requirements, and whether any damages resulted. If a non-licensed contractor was hired to perform a complete roof replacement for compensation, that could create issues related to permits, inspections, warranties, insurance claims, and contractor/owner liability.

If this is a specific situation rather than a general question, I'd recommend speaking with a local attorney or contacting the Illinois Department of Financial and Professional Regulation (IDFPR) for assistance to alleviate risk.
