Can anyone tell me if the City of Morton Grove would require a Permit in this situation?

General Contractor to tear off and install new roof.

You can look this up onine yourself but here are the requirments:

Illinois state law mandates that all roofing work must be performed by a state-licensed roofing contractor.  Before a permit can be issued, your chosen contractor must be registered with the Village of Morton Grove and provide the following:

• State License: A copy of their valid State of Illinois Roofing License.
• Surety Bond: A $10,000 contractor license bond that specifically indemnifies the Village of Morton Grove and local utility companies.
• Insurance: A $1,000,000 Certificate of Insurance naming the Village of Morton Grove as an additional insured and certificate holder.
• Village License: An active, annual contractor's business license with the Village (which carries a $100 fee).

Another question please?

Everywhere I look it says that a Contractor must be licensed with the IDPFR in order

to install a new roof, unless the person installing the roof in the Owner.

Any other exceptions to this rule?

Is this a serious breach of the law if a non licensed contractor installs a whole roof?

Yes they 100% would require for that situation but real life lots of people do it without permits and never get caught.
