Need help and advise in Mass

Hi All,

I have office building in Brockton MA for which contractor started a job to convert electric heating into Gas. The project started in June and so far it is not complete. In last 3 month he worked less than 12 hours. In the inspection It got rejected for plumbing issues and was passed for Gas and electricity. Now he keeps saying he is busy and not completing the project.

1) Can somebody knows good contractor who can finish job.

2) I already paid this guy money so what can I do to recover the money .

Any help will be highly appreciated
