Having contractors take photos of finished work before payment

I invest out of state in single family rentals.  Since I am not there, I ask the contractors/handyman to help me take before and after photos of the job.  I want to be able to have a record of the work product so that I can ensure that it is fixed properly and so that I have a record to the tenant that something has been fixed.  

However, more often than not the contractor forgets to do so.  Does anyone else have a similar problem?  Any advice?

Are there any apps or programs that links final payment to the contractor submitting photos?

I require my employee/foreman 3 pictures on what they've done as part of their everyday work, this is because this is part of my contract most of the time. I pay them extra to do this too, they get an extra $10/day for these extra 5 mins, pictures of work, pictures of large delivery tickets, and filling daily sign sheets, they lose $10 if they don't submit everyday, they get $5 for late reporting. Keeps them motivated, $10 is their lunch budget.
