Foundation Issues in Wisconsin - What to do?!

Hey all - I'm evaluating a property just south of Madison, WI, and there are obvious problems with the foundation. However, I don't know the solutions, and more importantly the cost. When I toured, a few things I noticed: 

  • Blocks, which presumably were used to support the exterior walls, are fallen to the ground.
  • Jack posts had sunk into the dirt floor in spots, and were not supporting floor joists. 
  • Questionable exterior wall condition

Photos are attached - what would you do if you saw this property? Before I do anything, I plan to get an expert's opinion, but looking for initial feedback & ballpark. Are we talking $5k, 30k, or "wouldn't touch."

Looks like somebody tried to dig out a crawlspace and make a basement .  Looking at the pictures , they failed . Unless this is a deal and I mean a great one . I would run fast .  

I would say in the mid to high 30's , its all hand work .
