epoxy over painted floors

I asked a buddy of mine who is in the Army Corps of Engineers what the best way to apply epoxy over lead painted floors was, without removing the lead first. He said that. They apply PerfectPrimer over the floors, and then install flooring systems of all kinds on top of that.

Is this product available for residential use? Is it safe to use?
