Is there a way to look up everyone and their address that live in a Mobile home?

I would love to do that myself, but I think you would need a license.
I believe someone has said that loans on mobile home titles would be considered mortgages and fall under SAFE act?
But if that wasn't true, it might be doable in Texas under the laws that allow auto title loans, that's a pretty simple licensing process, I think - not 100% sure.

I was thinking about doing a direct mail to each mibile home stating that I will do a cash loan with a clean title on their Mobile Home.

This isn't going to be an official list, but you can search on Google for mobile home parks and the city.  It will give you a list of all of them.  You could then drive by the park and get the space numbers off the mailboxes.

I see youre in Texas and for our state there actually is away to do this with a decent margin of error.  You can visit the state site's database here:  http://mhweb.tdhca.state.tx.us/mhweb/title_view.jsp

From there you can search by Install County.  The state database has a high error rate so take the information in the database with a grain of salt if it isn't consistent with other info you have.
