Buying property with Past Title issues

I am buying a property with past title issues.  According to the seller, who is an attorney, title issues have been fixed. The property has been rezoned from commercial to residential and will require some work to make it look like a residential property.
The seller countered with a lower inspection time period and $10K escrow on a  $100K+ property. It's a big red flag for me. Seller doesn't have multiple offers and while the market is Hot right now, this particular area is not as Hot as others.  I didn't see any issues on Property Appraiser Office website. 

My concern is that 10 days will not give me enough time to uncover that Title issues were not fixed. Any suggestions on how to handle this?
