How to buy foreclosed VA-owned property

I've been watching a vacant house for over a year. Its in a good, mature neighborhood. It's in foreclosure, owned by Veterans Affairs and off market. I saw that the house was for sale initially, but I wasn't willing to pay the asking price. Why would VA not have the house on the market? How do I go about contacting someone to see the house and possibly make an offer?
