Buying at sheriff sale question

I'm looking at properties coming up for sheriff sale that are tax lien foreclosure some questions I have are, Where do I look to make sure that is the only lien on the property or after buying it over the tax lien bid would the rest of liens or mortgage on the property get put on the past owner? And can you buy the property from the current owner before auction day as long as you paid the owed taxes and fees? To work out a deal with them to avoid going to the auction
