Utilities Disconnected During Buyer's Inspection?

Hi All - I'm looking to put an offer on a house for long term rental. The property is part of a court settlement and needs considerable rehab. It's being sold as-is and utilities will be disconnected during inspections. A certain red flag but could also be a deal. Has anyone purchased a successful property with the utilities disconnected during inspection? Also interested in anyone's major plumbing and electrical issues found before or after inspection. Thanks!
