It was Ronny that started this!

"Proposed Solutions for Labor Shortages    --------  Special Visa Program

"U.S. Representative Monica De La Cruz is advocating for a new visa program specifically for construction workers. This proposal aims to provide legal status to migrant workers, similar to the H-2A visa program used in agriculture. De La Cruz plans to meet with the U.S. Department of Labor to discuss this initiative, emphasizing the need for a solution that fits the construction industry's requirements."

"While De La Cruz supports the creation of a special visa, other Republican leaders, like Senator John Cornyn, argue that changes to immigration laws should wait until the border is fully secured. Cornyn believes that securing the border is the priority before considering new visa options for foreign workers."

I remember when a program existed, but it was canceled by Ronald Reagan.

It's very simple! People came here to work for many months. Then they would  (have to) go back home and return to work the following year, all while paying into a system (Social Security) that they would never be able to collect from.
