Buying a house from a neighbor

I have a neighbor who is going through a hard time. The father (owner) has dementia and is awaiting a conservership for his daughter to be able to sell his home. I offered to buy the home, but I have so many questions. The home will need a bio hazard clean up and I offered to handle all the repairs of the home as the family is out of town and would have a hard time organizing everything. 

I think this could be a good deal, and I own the house right next door. The neighborhood is great, and I would plan to move into the home. Here are my questions:

I am debating on using the VA home rehab home since I am currently active-duty military... or the 203K rehab loan... which one is better

I think I could do this without a realtor.. but I have never bought a house without one.... I think I would just need a purchase agreement, title search, and a real estate attorney.... please fill me in on other things I should do??

any other insight or help would be so much appreciated.
