Estimated cost to detitle a 2003 mobile home

We are interested in a mobile home that was purchased through the county sales tax auction process in October 2024. The high bidder waited the required 12 months to see if the owners would surface and they did not. The current owner has completed a quiet title action, and property is being sold with a limited warranty deed and insurable title. The seller does not have a title for the mobile home. York County does not have a VIN number on file in its mobile home records department, and we could not find one inside the mobile home. Without the VIN, we have not been able to confirm whether the mobile home was detitled or not. What are cost involved and time frame for getting the required detitled (non detitled) status. I'm not sure why DMV or other does not have the VIN number on title etc.    Thanks for the help.
