International Skip Tracing

I am under contract to purchase an investment property in Houston, Tx. However to complete the transaction I need to find an heir that left Houston 5 years ago to return to their birth county in the UK. No one has had any contact with him in the past 5 years. Anyone have any suggestion for international skip tracing?
