Maximum Time on Market
How long is too long for a potential buy and hold purchase to sit on the market? Does it mean the investing community rejected the listed price after 30, 60 or 90 days?

Not in particular. While trying to judge why it may have been passed up on is logical I wouldn't use that approach to buy property.
Honestly it probably hasn't sold because of the asking price. Look at what it would cash flow for you. Are you happy with that return? Get an inspection done if you make an offer.
Personally I would just offer where it's a great deal for you! Use a 10 day inspection period contingency so you know you didn't miss something.
Turn key in general is hard to sell on the MLS.
