Can I find out the owner information online or do I have to go to local public record institutions?

I agree with @Alberto Camacho talk to the immediate neighbors and see if they know who lived there and if they possibly have a forwarding address. The county assessors site should provide the owner information as well. If that does not work there is a website called PropertyRadar that we use quite frequently and it provides property owner information for California.
