Buying a pre-foreclosure in Washington State

Hey Everyone, Can anyone help the process of buying a pre-foreclosure in Washington State?.... There is one that's close to my house and I'm pretty sure I know where the owner is living..... Can I approach them ?... Or do I need to contact someone else first?
