Questions about Condo HOAs and Reserves

I am researching condos in the Atlanta area and had two questions  that I was hoping someone with more experience could answer for me:

• Is there a reliable way to learn how good a condo HOA is? I'd like to make sure I know what I'd be getting into and that the HOA was on top of it.
• Is there a way to view reserves that a condo has in place? Is that something I would be able to see before purchasing a condo?
