Who pays higher property taxes- New York or New Jersey?

Of the top 10 counties with highest property taxes in the nation, 7 are in NJ.  Overall as a state I would say NJ is highest.  And NJ just recently was voted the best public school system in the nation.  Most of the counties on the list are full of very affluent communities with great schools.
