Section 8 missed inspection fine

We had a Section 8 inspection, but the tenant forgot and wasn't home to let the inspector in. We live in the same building, but the inspector did not make any effort to contact us. Instead they decided to fine us $500! They didn't even tell us, it took weeks of phone calls, and an escalation to a supervisor to get an answer.

It makes no sense to me to fine the landlord for the tenant's failure, especially when no attempt was made to contact the landlord.

I can't find any written documentation that supports this fine. Does anyone know about this? How can I dispute this ludicrous and arbitrary fine?
