"Property Leased from Town"???

I was looking through property listings, and one listing said "property leased from town."  To me that means someone is leasing the property, built a house there, and still pays for the land... I'm confused because someone is selling something that they don't own?  Then I saw another listing boasting "OWNED LAND"

Is anyone familiar with this? The property is in Vermont on Lake Champlain.
