They Buyer agreement can come in to play at various times, I'm not sure what the law is in FL (I'm up in NC). Here, the buyer agreement is heavily suggested to be signed immediately to avoid working with someone and showing them homes and investing all this time and energy then at the last minute they decide to buy with their cousins sister that just started in the real estate business lol you get my jist. However, it MUST be reduced to writing no later that prior to writing an offer. Pre-approval is certainly important not just so they know your buying power but for you as well. The worse thing in the world is finding the "perfect" home then not being able to qualify for it. Better you know your options upfront. Glad I could help!

Hi @Jessica Baez! Thank you so much for the information, you've helped me avoid a pitfall with possibly paying 4 commissions. We are looking to use both realtors in FL. Fortunately, no agreements have been signed.  We are in the very beginning process of searching for homes. I used an online portal that matched me to realtors and so I am just in the process of emailing with them and clarifying what we are looking for.  I liked one of them and we are in communication, but then I was also matched with another realtor that looked promising (but have made no contact with).  At what point would the Buyer Agency agreement come into play? Once you make your first offer? So far, my first agent has recommended we get pre-approved and is now looking for homes that match our criteria.

I need a little clarification, are you looking to use both realtors in FL? or one in CA and one in FL. Because if you're investing in two different states, most realtors are bound to the state they reside in though it is possible to be licensed in multiple states. However, if you're looking to use both in FL, I would tread carefully. Most states require some type of Buyer Agency agreement or exclusive agreement to work with said realtor. If you sign for both brokers they'd both be entitled to commission for both transactions, you could possibly be looking at paying 4 commissions... Have you signed any agreements or exclusive right to sell etc? So no, I would not recommend working with more than one realtor.
