FSBO MFR, uncooperative PM?

So, I am trying to get relevant info regarding a multiplex with a FSBO sign and seller financing on the sign, but the phone number on the sign is bunk. I did a little work and found the company selling it, but they referred me to a property manager who is not responsive and seems like he's really not interested on helping to sell it. Thoughts?
