Vacant land tax auction

Recently went to a tax auction in Michigan. I. purchased a few empty lots. I researched the properties before the purchase & strategies on how to make profit. When I was at the auction a bidder was buying vacant lots, land locked lots, & undesirable lots. I didn't get a chance to talk with him about his plans but some other bidders did. He told them that he just buys & holds them all over Michigan. A lot of the time he has never been to the properties he owns which is threw out Michigan. My question is what is he doing with the lots? Leverage, borrowing against vacant land?? Eric
