Need a HUGE assist BP(Please Advise)

I've come across a deal on the MLS for a multi-family quadplex with 4 1bd 1ba units. The seller is an older lady and manages the property herself. Apparently, she's getting to the point where she is losing interest and wants to dump the property for 60% of the property value. I'm not 100% sure why. I asked the realtors if they could give me information on why she wants to sell and if she's motivated to do so. They say based on law, they cannot do so. I don't know this to be true but I could be wrong. If this is true, Am I out of line for looking up the owners information and calling her myself? I just want to get the facts.
