Can I get under contract without seeing a property?

I want to offer on something 4 hours away. I have something else in that area so I'm not taking a shot in the dark. Realtor doesn't want me to make an offer without seeing it. She says the contracts are serious and she can get in trouble if it doesn't pass my inspection. I just want to know if we can agree on a price before I drive 8 hours. Who's right? Thanks!
