Need help to buy a home in the Netherlands

My daughter and her family are moving to Groningen Netherlands in the Spring to work at the University for the next several years and are looking to buy a small home in Groningen or just outside of the City.  They will be on an extremely tight budget and need an advocate in this process as they must make a decision between buying and renting.  I see we have several members from the Netherlands can anyone help them in this process.
