Non-motivated Absentee Owners??

Hello everyone! I have a new investor in Dallas Texas and I've been reaching out to absentee owners in an attempt to secure a house for a fix and flip. I've had several people respond on my absentee owner list, but I am having trouble converting from suspect to prospect. I guess I am having trouble finding the problem to solve. Every lead has a tenant who has given notice and they are looking to offload the property without doing repairs. I'm using the 70% ARV minus repairs to get to an offer, but when I make the offer I am not getting a positive response. Mostly people say they will just list it on the MLS. How do the pros convert their absentee owner suspects into leads. What am I missing? Let me know if you need more information. Thinking of ditching the absentee list and just focusing on probate and foreclosure to find more motivated sellers that have an apparent problem to solve. Any help is appreciated. Colin
