New Build Incentives

I'm using my VA loan (military) to purchase my very first home. It's built this year 2017, appliances (minus fridge and laundering machines) are all included. The builder has given a $13,500 worth as part as an incentive by using there specific lender. A lender who matched my 3.75 rate of another lender I was going to use. Is it worth it? I really don't understand what this "incentive program" does either. Any insight or advice would be greatly appreciated.
