Info on programs to purchase rental property

I live in Philadelphia Pa and I'm interested in buying a fixer upper to use as a rental property, does anyone know of any programs that would help me, that won't break my pockets, everything I've found is out dated, such as dollar houses.

takes money to make money... there's going to be some costly reasons why a house is "cheap" and not been snatched up. Cheap doesn't mean valuable and if you're just starting out could drain you of your funds quickly...
