Tax Lien Sale and Foreclosure Question

I am looking to buy the Tax Lien on a piece of land near me.  I got the info from the county on how to purchase the lien, but I don't know the next steps.  Any help/thoughts?  Also, if the owner doesn't pay, I can start the foreclosure process in November.  Does anyone know the cost to foreclose on a piece of land?  I live in Frederick, Maryland.
