Determine Land Value

I came across a property the other day in rural Baltimore County Maryland, actually an abandon driveway leading to lord knows what. Ended up doing a bit of research and found out there was an old house sitting on ~10 acres, so said the internet anyway. Sent the owner a letter, received a call back, he’s looking to sell. But apparently there isn’t a home on the land... instead a garage with water/electric? Kind of threw me a curve ball. 

Does anyone have direct advice theyd be willing to share or could point me to any threads on here about evaluating raw land value as well as what to offer with the intent to wholesale.
