Is buying on a land lease worth it?

Hi everyone, thank you for clicking on my post! I'm a fairly new Real Estate Agent here in Miami, Fl and just learning the ropes. A friend of mine is interested in buying an investment property for $100,000. My stipulation is that the "Membership Land Lease" is $15,000. Is this $15,000/yr or is this a one time fee?
