Purchasing two family dwelling in NJ

I am in buying a 2 unit multi-family in North West New Jersey. I plan to live in one unit and rent out the other

In 2004 the sellers had the underground tank removed and installed separate above ground oil tanks for each unit.

I went to the town and they told me the permit for this is still open since 2004. I asked the town if they had a copy of the NFA letter. They told me once the permit is closed out the sellers would need to apply for the NFA letter to the NJ DEP.

My question : Is it necessary to have a NFA letter, or should I just request the sellers to get the open permit closed out. Or should I get them to do both?

The property otherwise is in good condition, and I'm very excited about it as I have been looking for sometime and unable to get a good two family unit.
