Refinancing a VA loan

I'm about to get a divorce so I need to refinance my mortgage to take cash out to pay for our debts and pay my soon to be ex her half. I purchased my house with a VA loan and there is about $160k equity. Its under my name. Where do I start? Should get an appraisal then apply for a VA cash out refinance? I'm in the Phoenix, AZ area. Thanks in advance.
