Purchasing property that had a flood

I am in attorney review on property that recently had a flood.  What is the best way to determine the likelihood of a flood happening again.  The flood occurred this past summer, I am being told this was a once in a life time flood.  Checking flood maps the area appears to not be prone to flooding.  How fast will a  town rezone for flooding after flood?
