Before placing offer or after placing offer???

Good evening all. Love Bigger Pockets!!! Trying to do my first buy but have a question. There is a home that is below market value in a good area....should I do the numbers and then offer and then go look at the property or should I first do the numbers, look at the property and then place an offer? I don’t want to waste people’s time. I’m ok with it but is it normal to do one way over the other?

Thanks for any help in this. If someone can elaborate that would be helpful because I don’t know if I’m actually asking the right questions.

@David Koscak you cant really do the numbers if you do not see the property and know what it might need in repairs. When you are new go to as many properties as you can and evaluate them. It will help you learn the market. 

There are people who do make offers sight unseen but I have been doing this 15 years and I don't. Agents are more likely to think you are wasting their time if you put in an offer without seeing the property.
