Forclosed home due to taxes

I see a home that was forclosed in November 2018 and when I look up the title it still shows the owners name. The home had no mortgage. It was foreclosed for not paying the taxes. The home is vacant now. So who will I have to reach in order to buy this home. Would it be the owner that still shows on title or do I check with the county. I'm in Texas

The house does not have a mortgage, so how can a bank own it. The home owner did not pay his taxes for about 5 yrs and got auctioned off. If it was auctioned off, then y will it still show the previous owners name on title. I'm not sure if anyone bid on this property. It's a great investment property, so trying to scoop it up and rehab it.
